Civil War Prisoner War Records 1861-65

I found listed among the Civil War Prisoner War Records one for William McNeal apparently recommending discharge. He had previously signed the oath to the Union Army. I have a couple of questions. For "No. of Letter 197J" I assume this was a form letter sent - was this to request Amnesty. Under Remarks it says "See 300J" (this same 300J was for listed for others also)..What is 300J? On another relatives record under Remarks it says "took amnesty oath sent North." I am still trying to find out what happened to Wm McNeal and wonder if 300J might give me a clue? Listed on film M598_7. Thank you.
