Nov. 13 From John Gill Shorter: notes company of mounted partisan rangers under the command of Capt. Nelson Fennel has “rendered much efficient and valuable service” in northern Ala.; their term of service will soon expire and many of them are subject to conscription; other companies are needed there to enforce conscription and keep “in subjection, and remov(e) slaves, who have become, to some extent, demoralized from coming in contact with the enemy”; believes that conscription cannot be enforced in northern Ala. without military force; asks to retain Fennel’s company and organize two more for four months’ service and not subject to conscription; asks answer by telegraph; Davis AES. n.d.: “Secty of War – the men if enrolled, might be detained for the purpose of aiding the enrolment for the time mentioned, but the proposed organization would be temporary and its officers would be privates in the confederate forces if subject to conscription – please consider in connection with reliance on the Govr. To enrol (sic) men.”
