For reasons that are not entirely clear, Governor Moore stopped receiving AVC companies in May 1861. The Alabama State Legislature abolished the AVC in November 1861. By the end of the summer when the Scotland Guards organized, Dr McMillian would not have considered admission into the AVC or state militia.
