Evidently Wheeler wrote these documents in Georgia while his cavalry was serving under General Martin in East Tennessee. The A&IGO always took time to act on field appointments. For instance, Wheeler dated his recommendation for Marcellus Pointer as his aide-de-camp Jan. 29, 1863. The A&IGO appointment was made on Apr. 30, 1863, Pointer's acceptance being dated June 13, 1863.
