Someone did a great deal of research on Confederate railroads which is available here --

Documents show that John T. Milner completed the line from Lime Kiln to Brock's Gap and laid track by January 1864. It appears to have been in operation during the twelve months prior to Wilson's arrival in late March 1865.

This source also suggests that smaller lines to service other sources of coal were operating nearby.
