There is a Randolph County, WV, which was part of VA (duh!) at the beginning of the war. And there was a Col. Thomas H. Owen (also given as "Owens") from Southern VA who commanded the 3rd VA Cavalry (an early-war unit). I can't connect the two; just thought I'd throw it into the gumbo. -- Jim H.
