James Harvey appears to have been a resident of Calhoun County, which would be correct for Capt. W. S. Reese's company. The receipt is dated March 1864, at which time the company was assigned to the 1st Alabama Cavalry Regiment. Shortly afterwards the War Department reversed a consolidation of the 1st Alabama Cavalry and the 12th Alabama Partisan Ranger Battalion. This had been done by General Bragg in late November of 1862. If I recall, Reese's company was then split into two companies, one remaining with the 1st Alabama Cavalry and the other with the reformed 12th Alabama Cavalry Battalion. Reese became Lieutenant Colonel of the 12th Alabama Cavalry Battalion, which eventually was designated as a regiment (AKA 12th Alabama Cavalry).

The other Harveys mentioned served with Capt. Josiah Patterson's "Morgan Cavalry" from Morgan County. This company was detached from the regiment early in the war and reassigned to the Patterson's 5th Alabama Cavalry.

Because records of the 1st and 12th Alabama Cavalry are so sparse, it could be that J F Harvey served with the regiment from an earlier period (1862-63).
