A report regarding promotion (other than a board examination) is quite unusual. At some point the Confederate Congress authorized commissions due to "Valor and Skill". This was so that company officers who did not have seniority could be advanced over others. Even in these cases specifics are often not mentioned.

You should also rememeber that an officer's duties and responsibilities were far more often engaged away from the battlefield than on it. Bravery and courage were important qualities, but the officer's board examination focused on training, intelligence, reasoning and decision-marking.
