Somewhere I may have an organizational chart which includes divisions, brigades and regiments. Don't know if Thomas Butler was promoted, but Mobile County and Sumter County were almost certainly in different divisions.

In August 1863, commissions of all Alabama militia officers were voided. The governor and the state legislature saw no purpose in assigning officers above the rank of colonel to any militia command.
