Somewhere in my files I have notation that because of the bad condition of roadways, wagons could not be loaded to their standard capacity, hence, the number of wagons required for a 1000 man regiment was in the range of 30-35, or so.

The full complement of wagons to each regiment - twenty four . . . (Womack, Bob, Call Forth the Mighty Men. Colonial Press, 1987 p. 100)

The regimental wagon train consisted of the 10 company wagons, officer’s wagon, staff wagon, quarter-master’s and commissary wagons--in all about 20 wagons, with four or six mules to each. (Life in the Confederate Army, Being the Observations and Experiences of an Alien in the South During the American Civil War, William Watson, 1887, LSU Press , p. 182)
