Thanks for your reply. My question was prompted by this comment about an 1860's unit: The County Coast Guard was organized in accordance with instructions in Special Order No. 27. I assumed this was some sort of order from the Confederate Government but didn't know the meaning of "special order". When I posted I didn't know what state the comment was in regard to, but I now think it was probably in Texas.
