There will be a Monument Dedication for Uncle R.E."Dick" Payne Sunday March 30th @ 2pm at the Old Houston Jail in Winston Co.Al. Payne was a member of Co.D, 27th Alabama Regiment C.S.A. Army. He was also known as the Banker of Winston Co.,also for his Treading Skills and He Coined the phrase "Free State of Winston ". Houston jail is located just off US 278 on Co. Road # 63.
