Who were Perins, Pitney, Powell and Bill Stevens?

I see a reference to Perkins, Pitney, Powell and Bill Stevens in a report from Gen. J.B. Douglas to Gen. Clinton Fisk dated Sept. 16, 1864 in OR Vol. 41, Part 1, page 802.
Douglass is reporting a scouting party le laid from Sturgeon, Missouri into Randolph, Howard and Boone Counties.

Who are these guys? There's a Caleb Perkins who commanded a regiment in Price's army during Price's 1864 Missouri Invasion? Were these men sent north of the Missouri to recruit for their regiments/companies while Price was enroute to that state on his 1864 invasion?
