Exemptions from service and local militias

I have the following message posted on the Georgia Message Board, but all of my Confederate ancestors were actually from Arkansas. My question concerns Joseph A. Dennis, whose brothers Phillip, Dudley and John were in Arkansas, serving in units here. However, Joseph was still in Georgia (until around 1868, when he also came to Arkansas). I've had really good luck with getting useful information here. Does anyone have an answer to my question, below? Was there anything similar in Arkansas? Thanks very much for any input.

I have found an ancestor listed in the book 1864 Census for Re-Organizing the Georgia Militia by Nancy J. Cornell. My ancestor is listed in the 22nd Senatorial District, 581st Militia District, with enrolling officer Pinckney Cariker. My ancestor has an exemption. Does this mean he was exempt from regular Confederate service, and served instead in a local milita group, or does it mean that he was exempt from all service? Thanks for any information.
