You can still place a marker at your place without digging up the body. Just place another marker there giving his information & stating "near this spot". You can't just go dig somebody up. There's too many laws protecting the dead & health codes. Besides, the man's at peace, we hope, & if I understand correctly, you are wanting to "educate" people about him. The VA can assist a descendant in placing a military marker, if he doesn't already have one somewhere else, & you could raise funds through donations for another marker explaining who he is.
