According to the Book "The War Childs Childrens" with Anthony cites. Benjamin Danley was promoted to Lt Col of the the 1st Arkansas Mounted Rifles Volunteers. In the absence of the Commanding Officer the Lt. Colonel, Danley in this case, would normally be in command of this regiment.

In February 1862 The regiment was reorganized as the 3rd Arkansas Cavalry, because there was already a 1st Arkansas Mounted Rifles that had been accepted into Confederate service.

I would venture that Lt. Col. Danley would have been placed in command of this regiment during its reorganization due to the absence of Col Borland. But Col Borland may have technically still been listed as its commanding officer due to his illness. Much in the same manner that Col Charles Dawson was technically listed as being in command of what was to become Hardy's regiment in early 1863 even thought Lt. Col. Hardy exercised most of the command authority during that period.
