I am not sure that that would necessarily be the case.
As I understand the situation from the aforementioned book that the reason the Borland's command and several other regiemnets were left behind in Arkansas when Hardee went to Kentucky, was that they were not well organized. Thus their being left behind was less than a compliment.
So I don't know that you would place the commander of such a unit in command of other as badly organized units also.
