When a non-Indian calls someone a 'chief', it usually just means they were the leader or commander or just a prominent individual.

The Five Civilized Tribes, like most tribes, had democratic governments who elected their chiefs. The Cherokee, then and now, have a Principal Chief and Assistant or Vice Principal Chief who are elected by popular vote by all citizens 18 and older.
