AR Men not in CSA

I am trying to locate how to find records of men who lived in AR who did not serve in the CSA Civil War. My husband's gg grandfather, William A Fuller, was 42 to 45 years old during the war. He lived in Franklin Co AR & maybe Crawford Co AR during the same time period. He was a Tanner by occupation. He was sent for after the Civil War for Treason by the Grand Jury at Ft. Smith for supplying the enemy with materials. This means to me he was furnishing leather to the CSA from his tannery. He didn't go to a Jury because he said he was pardoned by the blanket pardon by the President right after the Civil War. Does anyone know of records available pertaining to this situation?
