It would sound like from Keith information that William originally enlisted in the 38th and then transferred to the 15th Missouri.

This was not uncommon, especially if there was some reason that a man was not able to walk and keep up with the "infantry" lifestyle. Who wants to walk if you can ride?

Also a lot of Missouri cavalry units had their muster rolls "filled out" with Arkansas men because they could readily recruit replacenments from Missouri.
