Jennison was one of the most unsavory characters in the rogue's gallery of Kansas officers. However, he had strong supporters in the government of Kansas, who liked his "take no prisoners" approach to the war, so he was able to act pretty much as he pleased. Blunt was one of the few who tried to rein Jennison in. Of course, Blunt bringing Jennison up on charges was the classic "pot calling the kettle black."
