Doyle:

Dodd was at least for some time employed by Ketcham & Snow, who ran the Little Rock telegraph office. He spent substantial time in Mississippi as well in 1862/early 1863, and I believe he worked there from time to time as well. He also clerked in some of the Little Rock stores at some time.

Dodd was initially arrested (actually, detained for examination by the Officer of the Guard) for trying to pass thru the Federal picket lines without authorization. He wasn't searched until some time later at the Ten Mile House by the OOG. At this time he was found to have a packet of letters hidden under his shirt, as well as a personal notebook. Several pages of "telegraphic writing" were found in the notebook, and subsequently translated by the Little Rock signals officer as being notes on the strength and equipment at LR. Possession of this information, coupled with his attempt to cross to the Confederate lines was the basis of his being charged and convicted as a spy.

No idea whether he worked on the military telegraph lines, but I don't recall anything in the record that indicates he did.
