I'll leave it to others to answer your question concerning the "threat of arrest" by the governor. However, the Confederate volunteer system ended with the act of Congress dated April 16, 1862. Modified and expanded several times afterwards, the law required military service for three years or the war for most white men between the ages of 18 and 35. Men who had enlisted for twelve months service earlier could count that year against the three years service required by law.
