I agree with that assessment. Like most Arkansas cavalry regiments, the 6th (aka 1st) Arkansas Cavalry was formed from various independent mounted companies and small battalions, but what set this regiment apart was the quality of its commander, Col. James Cade Monroe. He was an exceptionally thorough and methodical officer. His regimental reports and records are the most thorough and complete of any Arkansas cavalry regiment -- very few gaps from organization through February 29, 1864, when virtually all Arkansas regimental reports end. But he wasn't a military bureaucrat -- he was aggressive and innovative, and in my mind stands out as one of the best Arkansas cavalry commanders.

As far as Fagan's whole division is concerned, I would have to vote for the 2nd Arkansas Cavalry in Slemons' Brigade. Many of these men had been in service since May 1861 and had seen lots of action east of the Mississippi River before being transferred back to Arkansas. This was a veteran outfit. By the time of Price's Missouri campaign, and after 3-1/2 years of hard campaigning, Slemons' 2nd Arkansas Cavalry was a shadow of its former self, but still, man for man, probably the best Arkansas cavalry regiment in the Trans-Mississippi.
