In actual practise the internal affairs inside the Camps themselves were left up to the prisoners. The prisoners pretty much governed themselves.

Now as to providing Food water and medical that was the Guards duties. The South did what they could with what they had. The North had a policy of starvation and retributions Like Camp Douglas.

And they talk about Andersonville.
