Co C, 22d (colored) AR Regt listing

Just had a collector who asked if I was interesting in buying a complete hand made listing of Company C, 22d AR (colored) Regt. Hand done by W.S. Birnie from Fort Smith.
Basically a homemade book. All of the colored soldiers were from Fort Smith, AR. The listings include names, home addresses, who swore them in, what they did in the war and even those who died and those who lived and what happened to them after the war. The is one photo but the photo may be a reenactment of a group representing the company. The seller wants $450 for the Confederate Muster Roster. Say in good shape but front cover loose and can be taped back on. Very unique but not fragile.

Trying to decide whether to buy this muster book and ensure it comes back to Fort Smith, whether the Historical Society or Museum here would consider buying, etc.

Would like input as to whether the price is fair for what the documents contain and the historical significance of such a document to the record keeping of the Arkansas Confederates, etc. Comments/recommendations requested.
Document in New Orleans and if we do not get, will send to New York for an auction and then who knows where AR history will end up??
