question for Bryan

Bryan:
I' ve been reading "No better place to die." In my 80 plus years of reading about and hearing about the Civil War I've always been struck by the way commanders were chosen. With all the political appointments and election by the men I.m continually surprised either side enjoyed any degree of success. The Russians tried this in the early days of communist rule and were embarrassed by little Finland. We were far removed from this in WW2. My question: what was the highest ranking officer elected by the men of the unit?
Thanks for so generously sharing your knowledge with we lesser lights.
