Matt, there was no lieutenant named Whitney in any Arkansas regiment. Since the man you're asking about applied for a pension from Marion County, and since lots of men in northern Arkansas served in Missouri regiments, I'm guessing that he served in a Missouri regiment. Some of these Missouri companies contained more Arkansans than Missourians, and were often referred to as Arkansas companies in their pension applications. Unfortunately, my Missouri database is still "under construction" -- only about 50 percent complete -- and I don't have a record of a Lieutenant Whitney or a John M. Hurst.
