Ark 4th infantry and Mt Vernon, Mo

My Great Grandfather, B.F. Howard enlisted on Jan 9, 1862 at Dallas, Arkansas. He served in Company H, the 4th (Mcnair's) Arkansas Infantry Regiment. He fought and was wounded at the Battle of Pea Ridge, Arkansas. As I was reading the list of soldiers in the 4th Infantry, I noticed a lot of them enlisted at Mt Vernon, Mo. Does anyone on this message board, know how it came to pass that Missouri soldiers ended up in the 4th Arkansas Infantry ?
