Might I suggest you contact the state Archaeologists office. When it comes to the possibility of finding human remains, there are severe laws governing their recovery and preservation. Every state has similar laws on the books governing these situations. If there are war dead at the location you state then they must of course be preserved. Construction sites are brought to a dead halt until the State Arcaheologist and other authorities give the okay to continue.
