Alan is right. From what I have researched, they were only paid when actually called into service, and that sometime took quite a while, because it required an act of the state legislature. For example, in 1949, Adjutant General Allen Wood called out two companies of the Carrol County Militia to help settle a fued in Marion County. The legilature finally passed a bill to pay the men in 1851. However there are some comments in the 1836 and 1843 Militia Acts about payment of Adjutants, Judge Advocates and of Officers when they were called to sit upon courts martial, but I think these payments were intended to be paid from a regimental fund which was raised through payment of fines by persons who failed to attend regulary scheduled musters.
