He gives a speech at a flag presentation and is
addressed as "our Orderly Sgt".
See Des Arc Semi-Weekly Citizen of June 7, 1861.
A roster of the Des Arc Rangers appears in the same paper
on June 18, 1861. A J. B. Williams is listed as a private.
The Orderly-Sgt is D. P. Black.
In addition the same paper of May 31, 1861 has an article
describing the flag presentation to the Des Arc Rangers.
The two articles list two different ladies as having presented
the flags.
The one given to Williams' company was presented by Miss Pirlie
Birmingham to the "volunteers of Hickory Plain".
This is definately two different flag presentations.
