Yes, Southern parole camps were commanded by Confederate officers. The entire parole and exchange system was essentially an honor system. In fact, most paroles included the phrase "parole of honor." In my years of research, I've found very few willful violations of paroles. I have found the occasional inadvertant violation, and most of those were misunderstandings on the part of illiterate conscripts.
