Hindmans Order book

When Major General Hindman took Command in north Arkansas his first order in Paragraph I, No. 1, dated June 1, 1862 directs the following named me: 'George C. Watkins, Sterling H. Tucker, William C. Ashley and a Capt. John C,. Peary to report to his head quarters a tariff of prices for all articles and commodities. Firstly who were these men (who apparently were in Little Rock at the time the order was issued)? Secondly, Was this a price fixing board and if so do we know what prices they set on what and how was this enforced? Furthermore, how were these men empowered to fix anything?
