FROM ARKANSAS.—A dispatch from Memphis to the North, dated the 28th, says:

Advises from St. Charles, Ark., to the 21st inst., say the fleet had gone up White river to reduce some rebel batteries at Daniel’s Bluff, and disperse or capture some thousand or more rebels, but were unable to reach the place on account of low water, and returned to St. Charles. Our transports were continually fired into from the shore, but only one man was hurt.
