The Supreme Court of Arkansas has decided that a governor must be elected by the people of that State at the next general election in October.

The Federals in Arkansas.
Our information from the North-west and the Indian country, is to the effect that the Federals have returned back into Kansas and Missouri. The enemy are not threatening us at all in that region.
It is reported that Curtis' army, or a portion of it, have returned to White river, from Helena, and are again threatening the valley of the Arkansas. They are now at Clarendon on White river, near the mouth of Cache, and have their pickets out on this side.
What their intentions are we have no means of forming an opinion. It is reported that they have formed a provisional government for the State. We suppose Colonel Phelps is at the head of it and is now at Helena.
Whatever their intentions toward the State may be, we have no fears that they will achieve anything of benefit to themselves or detrimental to us. We have no idea that they can be in much force, or really have any idea of leaving White river to come this way. White river valley, If they remain in it long, near Clarendon, will form a grave yard for them, and if they attempt to cross the river and advance, they will not improve their situation.— Little Rock Democrat, August 13th.
