Fred, I too have recently attempted to procure a veterans headstone for my g, grandfather, Charles L. Roach, PVT, Co I, 8th Arkansas Infantry. From what I have been told, if your ancestor has a headstone of any kind (as mine does) the Veterans Administration will not assist. Apparently the first thing they do is look in Find-A-Grave for the persons information. If they find a headstone they will turn you down flat. If you discover that your ancestor was a member of the Southern Army, you might consider obtaining a southern cross as a CSA marker. Do you know where your ancestor is buried?
