Well, that certainly looks like the one in the Missouri State Museum! It was in State Museum when I started working there in 1979 and it was still there when I retired in 2001. The flag had been sewn to a cotton backing (as the one in the Arkansas photo appears to be) and had been covered with fine netting, probably when it and other Civil War flags had been put on display in the newly-built Missouri capital building in the 1920s. The device in the center stripe was painted on a heavy paper-like material and glued to the flag, not sewn. It had both names, Hart's Ark. Batt. and Dallas Arty, painted on the crossed cannon. The names were faint but readable. Looks to me like the flag must have been returned to Arkansas sometime after 2001.

I suggest that you contact the Missouri State Museum and ask them about the flag to be sure if it's the same flag. It sure looks like it. Please lLet me know what you find out. The identification of that flag had not been recorded in the museum's records until I inspected it closely in about 1980 and was able to read the inscription on the cannons, so I have a long-standing interest in its history.
