I acknowledge that there is a gap from Nov 1862 until July 1863. Either BG George Holt fills this gap, or the office was vacant until Flanagin, with Little Rock now threatened, tries to revive the militia. Remember that Hindman had enforced his conscription program with drafts from the militia in the summer of 1862. After a round of musters designed to meet Hindman’s quotas in June and July of 1862, we have very little documented militia activity until after the fall of Little Rock when Flanigan again calls out the militia of the southern counties in order to fill his call for new units of State Troops. I think the pause in militia activity in the Spring of 1863 is in part because the was just very little untapped manpower left, until we see a wave of "French Leave" from the troops east of the Mississippi following the fall of Vicksburg. I think Hindman's order authorizing Guerrilla warfare also kind of displaced the traditional militia system for a while.

What ever the cause, I haven't seen a document signed by an Adjutant General, or anyone acting as Adjutant General between Burgevin and Peay.
