Jarnagin does sell a copy of that coat. According to them it's called a "Talma". It's vulcanized extending to the knee with large loose sleeves and no cape. Collar is stand/fall and coat has a 5 button front. Buttons are large eagle. I bought one in 2000 and it's very well made. Cost 89.95 at that time.
