Emblem on kepi question

Hello,
My name is Neal Griffin, webmaster of the 9th Georgia Volunteer Infantry site at:

I have received a photo from a descendant, purportedly of Pvt. R.(Richard)S. Force of "B" Company (Chattooga County, Ga.)in uniform, wearing a kepi. Henderson's has this on Pvt. Force:
MUSTER ROLL OF COMPANY B, 9th REGIMENT
GEORGIA VOLUNTEER INFANTRY
ARMY NORTHERN VIRGINIA, C. S. A.
CHATTOOGA COUNTY, GEORGIA("CHATTOOGA VOLUNTEERS")
Force, R. S.------ private March 4, 1862 . Furloughed and paid at Richmond, Va. August 3, 1863 . Died in 1863 .

This soldier is wearing a kepi with the (brass???)letters
N.G.A.C. (????) or possibly N.G.A.L.(?????). I'm not sure of much of anything, including if this is an authentic photo, but the ancestor claims it to be so. The US-type Eagle adds further confusion for me. I'm putting myself in your expert hands for assistance. I have posted a photo of this man at:
