I hadn't seen this reference but seems like wishful thinking on the part of the writer that CW soldiers took their pipes into battle. IMO the non-irish in the ranks would have recorded somewhere if they had heard bag bipes since they probably would have been scared out of their wits at the sound. Thanks for the reply.
