Explosive bullets were purchased and used by the North. They were "Gardiner's Musket Shell". Mostly intended to be used to destroy enemy munition stores. See "Round Ball to Rimfire", Volume I, by Dean Thomas. Also "Civil War Guns" by William B. Edwards has some info.
