The uniform of the Confederate soldier exhibited variations in material, pattern and color due to various reasons (such as supply) during the entire war.

To my knowledge, vest were never issued by any of the Confederate depots to enlisted men. They were a private purchase or came from home. I suspect the same for officers.

From mid 1863 on the CS government was receiving large quantities of english army cloth through the blockade. This material was blue in color but not the same blue as federal blouses or pants. Both CS coats and trousers were made from this material. The same material was also used for ready made uniforms imported from overseas (P. Tait for instance).

There were some sky blue pants issued by the CS gov. but they were made of jean and in no way the same color as federal kersey. These were popular in mid war but the color was short lived for whatever reasons (probably dye difficulties).

In early war, some militia uniforms were undoubtably blue in color.
