Yes, a Belgian Enfeild barrel would have Belgian proofmarks on it. And if the Enfield (that the original inquiry is about) is indeed a Liege Enfield, then it would have Belgian proofs, if it is the gun's original barrel.
Of course, if it is not the original barrel, it could have any sort of proofs on it.
And it is still possible that the Enfield is not Belgian, but simply has a variant lockplate marking.
Based on the submitter's description, however, my best guess is that it is a Liege Enfield lockplate, and thus a Belgian Enfield ... if the lockplate is original to the gun as well.
