Confederate soldiers were issued uniforms quarterly. This is not to say they got a new uniform every three months. If they needed a coat, they would get one in the quarterly issue. If a company was near their issue date and had been doing some hard campaigning their uniforms may not have been in good shape. In one of Chris Calkins books on Appomattox he has a section of descriptions of confederate troops during that period. Some are described as being well clothed and equipped and some are not. Just depends on their situation at the time of the observation. The more information that is discovered on the Confederate supply system, the better equipped they seem to be. At the end of the war the Confederates in the ANV were receiving very good uniforms made of English army cloth (wool)from over seas and from the Richmond depot.
