I do not know when these regs were changed, but US flag regs also stated embroidered flags were to be had.

However, with the coming of the war, there was simply not enough time to embroider thousands of flags so they were painted instead.

Additionally, embroidery and silk do not get along over time whereas painting and silk does - so long as the paint has a low acidity for it.
