This is probably splitting hairs but the Pratt Street riot involved the firing of weapons, albeit at civilians, but firing nonetheless.
Marching to Washington, which is what the NY honors cover it seems, is not combat, and so far as I know the only Union regiment involved at Pratt Street was the 6th Massachusetts.
I would not call the NY honors "battle honors" for there was no battle. I would call them something else - "travel honors" probably - or just recognition honors.
