Looking at the FOTC site and reading up on the fabrication and distribution of the second nationals it appears from the write up that the ordanance department placed an order with the Richmond clothing depot to fill this order, sometime after July 30,1863 at which time this order was distributed between September and October 1863.

My first question is were the second national flags made at the Richmond depot or were they to farmed out to individuals to sew together prepared kits. Given the larger size of these flags I would suspect they would not have been easily handled by the cottage industry set up.

Second question - can we trace the distribution of orders to specific units/organizations during this time period concerning orders filled. There must be some traceability of records concerning this matter.
