Very thorough indeed and thanks for taking the time to post this.

Phillip and Ben are right - the ribbon below the eagle on the lighter flag appears to extend more towards the hoist edge than on the blue flag and the wings of the eagles look a bit different.

I think it is very possible that Custer had another wacky flag made for his HQ to mark it in camp. Was it at LBH? Who knows; probably not. This is just one of those things that we may never know for sure barring the recovery of other firm accounts (like from Custer or Sturgis) or something else.
